Rating Information Database

All Councils are required to keep and maintain a Rating Information Database. The purpose of a Rating Information Database is to:

  • detail information required for setting and assessing rates,
  • enable Council to Communicate with ratepayers, and
  • allow members of the public to have reasonable access to information in the database relating to the calculation of rates liability

The Rating Information Database must include information about how rates are calculated for each rating unit. People are able to search the database and request information about property, no fee is payable for inspecting the Rating Information Database but a person may be charged a fee for being supplied with a copy of the particulars.

Rates Records

Section 38 of the Local Government (Rating) Act 2002, has restrictions on who can view all the details contained in Council's rate records. This prevents unauthorised persons viewing or receiving information about the state of a rate account.

The following persons may inspect the rates record for a rating unit:

  • The ratepayer.
  • A person who is authorised by the ratepayer to do so.
  • A person who has become liable to pay the rates in respect of the unit under section 61 or section 62 of the Local Government (Rating) Act 2002.
  • A solicitor, a person (not being a lawyer) who provides conveyancing services, a real estate agent, or any other person, who—
  • Any member of the public with respect to rates assessed, but not including arrears, remissions, or postponed rates.
    • is a party to (or acting as an agent for a party to) a transaction relating to the rating unit; and
    • reasonably requires the information in the rates record for the purposes of the transaction.
  • Any member of the public with respect to rates assessed, but not including arrears, remissions, or postponed rates.

Ratepayer name and postal address details can be accessed by the public unless the ratepayer advises Council in writing that they want their name or postal address information (or both) withheld. Financial transactions cannot be viewed by the public.
