New Rates Remission Policy for Māori Freehold Land Used for Papa Kāinga Housing

Reason for the Proposal

When Council wishes to introduce a new rates remission policy we must use a special consultative procedure to do so. Wairoa District Council is considering introducing a rates remission policy for the remission of Uniform Annual General Charges and waste management rural charges for Māori Freehold Land used for Papa Kāinga housing. Wairoa District Council recognises that often occupation licenses and other informal arrangements:

  • Only provide a temporary right to occupy an area of land for the purposes of establishing a dwelling; and
  • Do not provide a right to permanent occupation or succession; and
  • Are often not commercial in nature, and
  • Hinder occupants from being eligible to apply for a rates rebate.

Council is considering whether it should adopt a rates remission policy for Māori Freehold land used for Papa Kāinga housing.  It considers that this is a matter for local communities to provide feedback on. There is also a legislative requirement for the special consultative procedure to be used. Council is therefore seeking feedback from its communities on whether they believe Council should adopt this proposed policy.
