Rural Fire Control

Territorial Local Authorities have a range of responsibilities for rural fire control, as set out in five governing Acts.  These responsibilities are wider than the requirement to fight fires in rural areas.  Prevention, detection, control, suppression, restriction and the risk management of rural fire, are all statutory requirements.

Under present legislation, the legal liabilities and responsibilities of Territorial Local Authorities cannot be delegated or transferred to another organisation.  This means the Council remains responsible for the efficiency of any rural fire fighting service.

The Wairoa District Council Rural Fire Plan (2005) defines the Wairoa District Rural Fire Authority’s planning requirements to meet the obligations detailed in the:

  • Forest and Rural Fires Act 1977
  • Rural Fire Management Code of Practice

This is in respect to the:

  • Prevention
  • Detection
  • Control
  • Suppression, and
  • Restriction of fire.

The provisions detailed in this plan apply for the duration of the plan – 24 hours a day.
