A properly established archive is used as a reference point for both Council staff and members of the community wishing to obtain information about their District.  The Wairoa District Council Management Policy on Archives established the framework within which the Archives of Wairoa District Council will function.

The records of the Wairoa District Council, Wairoa Borough Council and Wairoa County Council form the basis of the Archive. These are records created or received in the course of the normal business operation of the organisation, but no longer required for the effective daily conduct of that organisation.  They merit preservation because of long-term legal, administrative, evidential or research value.
