Developing, reviewing and implementing these documents is an important part of managing the District’s facilities, services and resources.

The planning and accountability processes are a step in promoting community well-being.  One of the key elements of the Wairoa District Councils planning will be deciding what contribution it should make to the achievement of community outcomes.  Wairoa District Council will record its proposed contribution to this goal, along with details of the other things it intends to do, in a key document called the LTCCP or 'Long Term Council Community Plan'.

The LTCCP is at the heart of the new planning framework.  The Long Term Plan is a key mechanism for Wairoa District Council to work with the Community.  It will take into account Community Outcomes, which will guide the development of Wairoa District for the next 10 years.  And it will be invaluable as a baseline for monitoring progress towards these Community Outcomes.

The LTCCP will not overtake other documents, such as the Annual Plan or District Plan, but will incorporate them to a greater extent than is currently the case.

The LTCCP includes reference to a range of Funding and Financial Policies, the inclusion of which is a mandatory part of the document.
