LTCCP 2009-2019

The Council has now adopted its Long-Term Council Community Plan (LTCCP) 2000-2019. Council has been consulting with the Wairoa Community to identify what they would like the district to look like in the future. Our Community has said that the district should reflect the following community outcomes:

Why do we need a long term plan?

Creating an LTCCP is a legal requirement for all Councils according to the Local Government Act 2002 – the governing legislation that sets out what Council can and cannot do and reflects a clear move toward a concept of “general competence”. On one hand general competence gives Council greater flexibility in terms of the activities they can become involved with but on the other it increases the opportunity for more community involvement in decision-making. This LTCCP runs from July 1, 2009 until June 30, 2019 (with another review in 2012).

The purpose is to set out the Wairoa District Council and community priorities over the medium to longer term, how this will be achieved and what it will cost. It also tells you how the Council intends to contribute to the well-being of the community over the life of the plan.

Community Outcomes

These are the goals that the community believes are important for its present and future economic, social, cultural and environmental well-being. They were chosen by survey respondents back in 2005 and act as a guideline for where we all want the district to be. The role of the Council is to give the community an opportunity to have their say in the future direction and well-being of the Wairoa District.

  1. A strong prosperous and thriving economy
  2. A safe and secure community
  3. A lifetime of good health and wellbeing
  4. An environment that is appreciated, protected and sustained for future generations.
  5. Supportive, caring and valued communities.
  6. A safe and integrated transport system.
  7. Strong district leadership and a sense of belonging.
  8. Safe and accessible recreational facilities.
  9. A community that values and promotes its culture and heritage.

The LTCCP outlines how the Council will deliver on these outcomes over the next ten years.

The purpose of an LTCCP, as set out in section 93(6) of the Local Government Act 2002 (the Act), is to:

  • describe the activities of the local authority;
  • describe the community outcomes of the local authority's district or region;
  • provide integrated decision making and co-ordination of the resources of the local authority;
  • provide a long term focus for the decisions and activities of the local authority;
  • provide a basis for accountability of the local authority to the community; and
  • provide an opportunity for participation by the public in decision making processes on activities to be undertaken by the local authority.

The LTCCP 2009-2019 has been produced in two volumes. Due to the large size of the plan, the documents have been split so they are easier to download.
